How Do You Tell If SEO Is Working?
SEO is working when four signals move in sequence: impressions and the number of distinct queries you appear for rise first, average position on your money terms improves second, enquiries increase third, and revenue follows last. Those signals are separated by weeks or months, so judging month two on revenue tells you almost nothing, and judging month eight on impressions tells you almost nothing either. Google’s own guidance is that it takes four months to a year from starting work before you see the benefits.
The practical version: if your provider cannot show you impressions and query counts pulled from Google Search Console, they cannot tell you whether your SEO is working, and neither can you.
The Four Signals, In The Order They Move
Each signal is a leading indicator of the one below it. Read them top to bottom.

Signal 1 is the one almost nobody checks, and it is the most useful. Impressions can grow while clicks stay flat, and that is normal early progress: you are surfacing on page four and five for terms you never appeared for at all. Watch the number of distinct queries you rank for as well as the impression count. A site going from 40 queries to 300 queries is working, even before the clicks arrive. That is a widening net.
Signal 2 is where impatience does the damage. Positions move in a sawtooth, not a line. Google runs core updates that reshuffle results, competitors publish, and any single week can look like a reversal. Judge position on a 28-day rolling average against the previous 28 days, never week on week.
Signal 3 is where you find out if the work targeted the right queries. Rising clicks with no rise in enquiries usually means one of two things: the queries are informational rather than buying-intent, or the page they land on does not convert. Both are fixable, and neither is an SEO failure exactly, but you have to be measuring enquiries to know which one you have.
Signal 4 is the only one that decides whether to keep paying. Track it as jobs won and average job value, not traffic.
The 90-day checkpoint that actually works
At 90 days, ask one question: has the site started appearing for searches it never appeared for before? Pull Search Console, compare the last 28 days against the 28 days before work started, and sort by impressions. If dozens of new commercial queries have appeared, the foundations are working even if the money has not landed. If the query list looks identical to day one, something is wrong and month six will not rescue it.
Set The Baseline Before You Start, Or You Cannot Prove Anything
The single most common reason an owner cannot tell whether SEO is working is that nobody recorded where it started. Before any work begins, capture and save:
- Search Console: last 90 days of impressions, clicks, average position, and total distinct queries. Export it.
- Your money terms: the 10 to 20 searches that actually bring paying work, with today’s position for each.
- Mobile PageSpeed: the score and the Core Web Vitals numbers for your homepage and top two service pages.
- Indexed page count: how many of your pages Google actually has.
- Enquiries per month, by channel: phone, form, email. If this is not measured, fix that first, because it is signal 3 and signal 4 in one number.

Two extra warning signs, both about the report rather than the site. Second, rankings quoted with no location or device. A position is meaningless without both. Personalised, logged-in searches from your own office are the least reliable measurement available, and checking your own rankings that way is how owners talk themselves into and out of confidence in the same week.

How To Tell It Is Genuinely Not Working
Not every flat month is a failure, but these four patterns are:
- Impressions flat after 90 days of real work. If Google has not started matching you to more searches in three months, either the pages are not indexed, or they target queries nobody searches.
- Impressions up, clicks flat, for more than two months. You are ranking on page three to five and nothing is closing the gap. This is usually an authority problem, and it needs links and depth rather than more pages.
- Clicks up, enquiries flat. The traffic is wrong or the page does not convert. Check the query list first: if it is full of “how to” and “what is”, the targeting missed buying intent.
- Nobody will show you the underlying data. A provider who reports only their own dashboard numbers, and will not give you Search Console access to your own property, is the loudest signal on this list.
